Rules summary:
- Tournament will be a one day, Double or Triple Elimination tournament depending on the number of teams.
- Fields are 30x50, with one first down marker at the halfway point.
- Two 16 minute halves (Or adjusted depending on field time restraints)
- Screens are allowed downfield as long as a defender is stationary, and has provided enough time for the defenders to see and adjust to the screen. No blindside screens.
- Light bump and run is allowed withing 5 yards, no other initiated contact is allowed.
- QB cannot run with the ball, even if the defense is rushing.
- Unlimited number of legal laterals, pitches and hand-offs are permitted anywhere on the field.
- Any hand offs or laterals that are behind the line of scrimmage are allowed to be thrown forward again. Only one forward pass per play.
- No kicking or punting is allowed. Teams open the half, and after scores, from their own 5-yard line. If a team elects to “punt” it will turn the ball over to the opposing team at the 5-yard line.
- Ball carriers will not protect their flags by blocking with arms, hands, or the ball; the opportunity of an opponent to pull or remove a flag. Penalty: 5 yards from the spot of the foul and the down counts. If after a penalty, the ball did not advance beyond the zone line-to-gain and the foul occurred during the fourth down, the ball belongs to the opponents.
- Only players starting 7 yards beyond the line of scrimmage can rush the passer.
- The quarterback has seven seconds to throw the ball. If a pass is not thrown within the seven seconds, play is dead, loss of down and the ball is spotted at the previous line of scrimmage. The play may go past 7 seconds, but after the play is finished, the clock will be checked. Once the ball is handed off or tossed, the seven-second rule no longer is in effect.
- Interceptions change the possession of the ball. Ball is spotted at end of runback. Interceptions that occur in the end zone can be returned or downed. If a player attempts to return it and gets de-flagged while in the end zone, the result would be a safety for the other team.
- If the ball carriers flag falls off, the player will be down upon any one hand ‘touch’.
- There are no live fumbles. Balls that hit the ground are either dead balls via an incomplete pass or down on the spot of fumbled from the ball carrier.
- The QB gets one chance to pick up a "Muffed" snap from the center, IF the ball stays in front of the QB. Balls that go over the QBs head will be down where they hit the ground.
- There is no stripping of the ball.
- All players who rush the passer must be a minimum of seven yards from the line of scrimmage and delay one second from the center’s snapping motion. Any number of players can rush the quarterback. Players not rushing the quarterback may defend on the line of scrimmage. Once the ball is handed off or tossed, or there is a play-action fake or fake handoff, the seven-yard rule no longer is in effect and all defenders may go behind the line of scrimmage. A special marker, or the referee, will designate seven yards from the line of scrimmage.
- It is okay to line up defensively on the line of scrimmage, but you cannot rush or enter the backfield, unless someone is handed the ball, passed the ball, etc.
- Referee note- we use 1 referee- it is best to stand at this 7-yard mark until the ball is snapped. Upon recognition of a pass, this would be a good point to make strides downfield to watch the ball.
- The main points in determining a penalty will be:
- Was a player going for flags, was the offensive players attempting to avoid the defender, did the actions create an advantage or does the rule create a safer playing condition.
- Most penalties are 5 yards (except for Pass Interference and unsportsmanlike penalties).
- The down will be repeated unless otherwise noted, and will be assessed from the line of scrimmage.
- All penalties can be declined.
- Penalties will not exceed half the distance to the opposing team's goal line from the line of scrimmage.
- Referees determine incidental contact that may result from normal run of play.
- Most penalties will be assessed from the line of scrimmage, expect flag guarding which is a spot foul, or tack on penalties.
- Only the team captain may ask the referee questions about rule clarification and interpretations.
- Games cannot end on a defensive penalty, unless the offense declines it.
- Offside 5 yards & automatic first down
- Pass Interference 15 yards & automatic first down
- Illegal contact (holding, blocking, etc.) 5 yards & automatic first down
- Illegal flag pull (before receiver has ball) 5 yards & automatic first down
- Illegal rushing (starting rush from inside 7-yard marker) 5 yards & automatic first down.
